OTTAWA — The integration of North America’s economies would best be achieved through an “incremental” approach, according to a leaked U.S. diplomatic cable.

The cable, released through the WikiLeaks website and apparently written Jan. 28, 2005, discusses some of the obstacles surrounding the merger of the economies of Canada, the United States and Mexico in a fashion similar to the European Union.

“An incremental and pragmatic package of tasks for a new North American Initiative (NAI) will likely gain the most support among Canadian policymakers,” the document said. “The economic payoff of the prospective North American initiative … is available, but its size and timing are unpredictable, so it should not be oversold.”

Many different areas of a possible integration are discussed throughout the cable, but the focus is on improving the economic welfare of the continent. It suggests one of the main benefits to Canada would be easier access across the U.S. border, calling it a “top motive” for this country.

The cable states Canada and the U.S. already share perimeter security “to some degree,” the question is then how “strong” the two countries want to make that bond.

Discussions are currently underway about increasing co-operation between the two countries when it comes to perimeter security. A broad-based document was released by Prime Minister Stephen Harper and U.S. President Barack Obama in February of this year, laying the groundwork for a deal that would see improved intelligence communication for security concerns and trade.

The details are currently being hashed out by officials from both countries. The proposed deal aims to improve the flow of cross-border traffic and increase security against terrorist threats.

Opposition parties have expressed a certain wariness over the lack of transparency of the talks and say they worry Harper will be too willing to make concessions to the U.S. over security issues, in order to gain an advantage in cross-border trade.

In the cable, U.S. diplomats focused on a number of key areas to move forward with continental integration, including a possible common currency, labour markets, international trade and the borders of the three countries.

The cable said Canadian economists were split on whether a fixed exchange rate, or a move to adopt the U.S. greenback, would benefit this country.

The document states Canadian economists point to labour markets as one of the areas which could have the greatest benefit for all three countries.

“They advocate freeing up professional licensing laws, and developing a quick, simple, low-cost work permit system, at least for U.S. and Canadian citizens,” the cable said.

It goes on to say North America would be well served by implementing a single, continent wide, tariff or a customs union arrangement.

The proposed customs union would eliminate the North American Free Trade Agreement’s “restrictive” rules of origin.

“NAFTA’s (rules of origin) are so restrictive that importers often prefer to pay the tariff rather than try to prove North American origin,” the cable said.

The cable concludes with a caveat: “There is little basis on which to estimate the size of the ‘upside’ gains from an integration initiative concentrating on non-tariff barriers of the kind contained in NAI. For this reason we cannot make the claims about how large the benefits might be on a national or continental scale.”

  2. Extremely worrysome. I can see this idea going very wrong for us over time. I for one am quite happy to be who we are and I see the US model as a giant step backwards.

  3. I have been saying all of this for well over two years. I first saw the danger in July 2009. Harper even gave a speech, on the Global Governance or the New World Order, if you will. That scared the hell out of me. I started to connect the dots, and everything fits the N.A.U. to a T.

    Our Constitution is ignored. Our Civil Rights and Liberties, have been taken away from us. In Harper’s Canada, Democracy and Freedom, does not exist. Harper is a fascist dictator. He sent his henchmen to storm Guelph University. They were to prevent the students from voting. They even tried to steal the ballot boxes. That was totally a fascists action.

    Mexico will also be in the N.A.U. The globe will be in sections. The South American Union, the Asian Union and so on. The top cats will be, the 1% of the wealthiest giant corporations, which will be the Global Governance, or, the New World Order. (N.W.O.)

    I also said, if Harper wins a majority, we can kiss Canada good-bye. Harper even gave a speech on the N.W.O. or Global Governance, is what he called it. He said, Global Governance, has been worked on, since 1945. Hitler also had a plan. He was setting up a, thousand year Reich, also a Global Governance. Everyone present were shocked by Harper’s speech. Now, Harper has a plan

    You have had to notice, Campbell is working for Harper. All of BC’s natural resources, should have helped pay, health care, education and such. BC has vast natural resources, there is no way we should have to pay all of these asinine taxes. But, Harper and Campbell thieved everything of value from BC, and gave all of our resources to the greedy large company’s.

    Have not citizens noticed, none of the assets and resources Campbell thieved and sold, have done squat for the BC people? There is still the HST issue, i doubt we will win the referendum. I expect it to be cheated. We know all about, Craig James of Elections BC, he is also corrupt. Follow the money. Who’s pockets are filled by, BC’s vast resources?

  5. This has been in the works since NAFTA. while the Cons push the agenda openly, The Liberals have done nothing to stop it and have even worked surreptitiously to support it5.
    I have heard nothing of the Security and Prosperity Partnership of North America, or SPP. recently but the whole Gateway road package etc is part of it and my guess https://lailayuile.com/2011/06/02/christy-clark-building-bridges-to-properity-with-the-united-states-of-america/ is Chrisy’s first official meeting to promote the package.
    Neither She or Harper see the need to engage the public in consultation – it only interferes with their schemes.

  6. I saw this film “You, Me and SPP” on Shaw Cable a few days ago. SPP stands for Security Prosperity Partnership. Subtitle is “Trading Democracy for Corporate Rule.” It was made a few years ago and is about the unification of North America for corporate interests while selling out the people..   7. I remember in a social studies class (Grade 12) in the early 80’s there was a teacher that talked of this.
    He said that the USA could not beat us in the war of 1812 and we burned Washington to the ground and they have since wanted to take over Canada.
    He went on to say that it would not be done militarily but by economic methods.
    We all thought he was crazy but I guess he was right.

    I’ve been hearing about the merger of our 3 (main) countries on this northern continent for a while (at least a decade?), and I’ve always wondered when Canada was going to become the 52nd state (united states of Canada?) and when were we going to get that funny money they have (ours is more colorful, just like our people).
    With Harper selling us out bit by bit in order to get concessions that HE believes we “want or need” as opposed to what we really want and need, Canada is going on the potentially extinct countries list.
    We should take them over if anything. 🙂

  9. If you’re educated about politics youwill have known about the horrors of Globalism, NAFTA, GATT, SSP, NAU and other odious TLAs. (Three Letter Acronyms). Interesting to note i that this program has lasted through Liberal and PC regimes. Why? Because there is a continuity of agenda between both parties to a higher loyalty than the Canadaian people.
    As, for the Egyptian ‘revolution’, t wasn’t. It was a n show. Some guys in a square. That’s it. The military, Mubarik’s military is ruling the country and they are accepting HUGE IMF loans. All that happened was that the puppet, Mubarik was replaced. He was replaced because he was trying to normalize relations with Iran at a tie when the Empire is trying to isolate Iran. Mubarik was acting like a morally-guided statesman in that regard. I am not an apologist for him but he got out of line, was replaced and had a stroke. Bin Ali in Tunisia got out of line, was replaced and had a stroke.

  10. The huge corporations hoard all the money. This stops the cash flow around the globe, this in turn causes a recession. The large gas company’s do the same. They hoard the gas to drive up prices. Every time there is a recession, it is the wealthy company’s that have been the cause.

    Politicians are greedy and corrupt. At first the giant corporations paid the political party, that would favor them the most. Our politicians sold us out, and now they have lost control. Big business calls all of the shots, right down to the HST, which was also designed for big business. Politicians are merely mouthpieces for the huge company’s. Why else would Harper give the wealthiest outfits in the world, billions of our tax dollars? He did do so, i saw that motion pass in the House of Commons, on their TV channel. That doesn’t even make sense. Harper has already reneged on his campaign promises. It makes less sense, our media have just become, government propaganda machines. They too do not own themselves. Canada will no longer be, a free, sovereign, democratic country. Our democracy has been slipping away, year by year, and is pretty much gone these days.

    It is said, The National Reserve Bank has ordered the N.A.U. to begin. Wikileaks has also said, the N.A.U. is coming. The NAFTA highway is about to approach Canada. However, they do say, the European Union isn’t working out. They may close their borders again, they fear being overrun by Africans, fleeing from the wars. There will be, the South American Union, the Asian Union, the globe will be in sections. The New World Order, (the N.W.O.) will oversee all.

  17. I just wanted to say I have been a regular reader for a long time, and have been missing your posts and I hope this gets fixed soon. And I also wanted to say I saw you yesterday in Superstore at the deli with your son and I couldn’t even talk when the lady asked what I wanted because I was so taken aback by your powerful aura! Ok, that probably sounds crazy but you give off a very strong feeling of power and it’s so compelling. Your eyes in person are startlingly amber green like cats and I was trying not to stare and be cool but I wanted to say I read your site and didn’t want to creep you out or anything. I probably sound crazy but I am a physiotherapist and normal and sane but I never act like that and I don’t know what happened to me! And you were so gentle with your son and I thought it was so funny that the deli lady asked you where she could buy saltpeter when you ordered proscuitto, and you actually knew what that was and where to get it on the down low because of health canada! Ok, so I really like who you are in person, and when you laughed the world stopped for me for a bit.

    I can’t believe I just said that but my grandmother told me once sometimes you only get one chance so you better take it when it happens.

  18. But the uninformed sheep will let Harper and the cons continue selling us like Mulroney. The 39% gave him a ‘majority’ last month and a poll out today has Harper up to 42%.. It is not as if people will hear about this on the dinner time ‘news’ either…

    As long as one can drive the SVU to the drive thru to watch the game on a wide-screen tv with digital cable while drinking a beer and enjoying their other toys and other consumerism, they do not care. People would riot over a pizza shortage before they protest government..it would be funny if it was not true.. It is no wonder government’s get a way with what they do. Then if cuts that effect them have to come into place they will attack the poor and the people that ‘live the high-life’ 🙄 while collecting welfare, continue going after supposedly over paid union workers etc..

    Canadians are pretty lame compared to the rest of the world when it comes to protesting, we prefer to let the ‘other guy’ do it for the most part…

    We will never be Egyptians and if we did we would be beaten up by the police and military until NATO troops came to save us.
